The African Solidarity Fund (ASF) is a Multilateral Financial Institution with mission to participate in the economic development of its Member States, by facilitating the financing of investment projects both in the public and private sector. Its main intervention mechanisms are the financial guarantee, interest rate subsidy and extensions of loan periods. It also offers its partners third-party fund management and financing arrangement services.

The ASF currently comprises fourteen (14) Member States: Benin, Burkina Faso, Burundi, Central African Republic, Côte d'Ivoire, Gabon, Guinea-Bissau, Mauritius Island, Mali, Niger, Rwanda, Senegal, Chad and Togo. Its headquarters is located in Niamey, Niger.
Within the framework of its Medium-Term Strategic Development Plan (MTSDP) 2016-2020 and in order to reinforce its manpower, the Fund is recruiting one Internal Auditor:

Missions :
Under the supervision of the Director of Audit and Internal Control, the Internal Auditor's mission is to provide, through an objective and independent evaluation of the governance, risk management and control processes of the African Solidarity Fund (ASF), an assurance on the degree of control of its operations. Its role as advisor to Executive Management will help guide the discussions by formulating recommendations aimed at reducing the risk of losses and optimizing the effectiveness and efficiency of operations.

Its main responsibilities are as follows:

Participate in the development of multi-year and annual audit plans;
Plan and carry out internal audit work in accordance with the annual planning;
Evaluate the efficiency and effectiveness of the ASF's activities in order to provide an independent assessment of risk management, control and governance processes;
Make recommendations to improve the quality of activities;
Present the results of the work carried out to those responsible for the activities audited;
Formulate opinions to the members of the various committees, Executive Management and any other appropriate person on the degree of control over operations and on the achievement of the organizational objectives of the audited entities;
Monitor the implementation of action plans prepared by the Departments following the issuance of internal audit reports;
Provide advice or training on internal control, governance, operations and project management and compliance to staff;
Assist management in the design, implementation and evaluation of tools and procedures to strengthen organizational effectiveness and efficiency;
Participate in the development of new internal audit tools and approaches;
Participate in the preparation of reports or any other document intended for the Audit Committee or any other body of the Fund;
Carry out any other activity assigned by the supervisor.

Prérequis

According to the table of jobs of the African Solidarity Fund, the ideal candidate must have the following profile:
Proof of at least one higher education course (Bac + 5) in Accounting and Finance (Master in Audit and Management Control, Higher Diploma in Accounting and Management, Master CCA, Diploma from the Higher School of Commerce, etc.);
Have at least seven (7) years' experience in an audit and accounting firm or in a bank;
Knowledge of the banking and financial sector;
Have a knowledge of COSO and the International Standards for Professional Practice of the Institute of Internal Auditors;
Have a working knowledge of auditing and accounting techniques;
Have a perfect command of computer tools and dedicated software;
Excellent judgment, ability to listen, interpersonal skills with colleagues and clients, excellent team spirit, reliable and on time;
Have a sense of leadership and the ability to influence others effectively towards the achievement of objectives;
Be courteous, discreet and enjoy good morality;
Good ability to work in a team and in a multicultural environment;
Excellent verbal and written communication skills;
Have a strong autonomy, the ability to manage priorities and openness to change;
Have a good ability to work under pressure, be rigorous and autonomous;
Have a good command of French and a good knowledge of English;
A recognized relevant professional designation in public accounting is an asset.

SKILLS COMMON TO ALL POSITIONS
In addition to the aptitudes of each position, the incombents must:
Be nationals of one of the Member States of the African Solidarity Fund: Benin, Burkina Faso, Burundi, Central African Republic, Côte d'Ivoire, Gabon, Guinea-Bissau, Mauritius Island, Mali, Niger, Rwanda, Senegal, Chad and Togo.
Have a perfect command of computer tools and dedicated software;
Have a good command of French and English;
Have a good analytical and editorial skills, and good interpersonal skills,
Be responsive, rigorous and precise; love the numbers;
Have an analytical and a synthetic ability;
Have a good ability to work in both a team and a multicultural environment;
Be courteous, discreet and enjoy a good morality;
Have a good ability to listen and work under pressure.
